Could this be a but or am I doing something wrong?
I've never tested it with a Hulk, but many times I've had Crow setups that have been cap stable according to EFT. The problem is that they're only cap stable if they land at or near 30% cap. If you have any modules that drain so much cap in one go that it takes you below 30% (say from 45% to 28% in one go - in the Crow's case the Warp Disruptor/Microwarp Drive), it will break your cap, even though EFT says it'll be stable.
This isn't really a bug with EFT since EFT is only giving a possible stable value if you land at/near 30% cap.
That said, Hulk has a fairly respectable capacitor, so I'm not sure if this is the problem you're encountering.

Just a guess, but I'd say after Trinity (CCP watches way too much Matrix) comes out.

It means exactly that. You're cap stable as long as you have cap charges. If you want to know your cap balance without cap charges, just turn off the cap booster in EFT.
